I wonder where all this money goes to. Certainly not to the translators; they are those whose working conditions and rates are on a continuous ride down the hill.

Alot depends on the kind of relationships your localisation service provider has with vendors. There are alot of multi language vendors that purchase badly or not as well as they could, thus are not well set up for recessionary times. They are not able to provide lower cost services. Set a vendor up to succeed. Purchasing is a strategic activity yet is not given the focus it should within alot of localisation service providers. You can achieve low cost and maintain high quality with low overhead, focused service providers that know their supply chain and that work with their supply chain. Paying your translators on time ensures continuity and loyalty. Well prepped files and handoffs also eliminate rework, thus reduce overall costs for linguists and service providers. Train project managers to be able to minimise or eliminate rework and to recognise where it occurs most commonly. Rework uses time of PM's and vendors which adds to noverall costs which take away from the bottom line which will eventually hav to be added to the pricing. Incentivise personnel to eliminate rework both internally and extrenally. If your vendors are efficient, that should convert in to price reductions or discounts.
